General Plan Update
The City of San Diego council voted unanimously to adopt the General Plan Update and to certify the accompanying Environmental Impact Report on March 10, 2008.

Citizens' Review Board on Police Practices
Duties
The Citizens' Review Board shall review and evaluate serious complaints brought by the public against the San Diego Police Department. Furthermore, the Board shall review, whether or not a complaint has been filed, all police actions that result in the death of a person. The Board may also refer complaints to the Grand Jury, District Attorney, or any other governmental agency authorized by law to investigate the activities of a law enforcement agency. The Board shall submit semiannual reports to the City Manager and City Council concerning its evaluation of the San Diego Police Department's investigation of citizens' complaints; provided however, that such reports shall not disclose any information required to be kept confidential by law.
Appointment
Appointed by the Mayor.
Term
Members are appointed for a one (1) year term and can serve up to a maximum of eight (8) years.
Composition
The Board is comprised of twenty-three (23) members who represent a diverse cross section of San Diego's citizens. Twenty-three (23) additional members are appointed each year as prospective members. These prospective members attend Board meetings and received training but cannot vote on cases.

Civil Service Commission
Duties
The Civil Service Commission appoints Personnel Director. Recommends Civil Service Rules to City Council, generally supervises City Civil Service System as provided by Charter and Civil Service Rules. Adopts, amends Civil Services Rules for government, supervision and control of classified service. Annually recommends to the Council, classifications of employees which merit special salary consideration because of recruitment or retention problems or other special factors.
Appointment
Appointed by Mayor and confirmed by Council. Whenever the Mayor does not appoint a member within 45 days after vacancy occurs, the Council shall make such appointment.
Term
Five (5) year staggered terms and until their successors have been appointed and qualified. The expiration date of all terms shall be January 9. Vacancies shall be filled by the Mayor, with consent of the Council. Appointments to fill vacancies shall be for the unexpired term of office being filled. Appointments shall be made so that no more than one term of office shall expire in any year. Members shall not hold any other office in City government. Commissioners are limited to two full consecutive terms, with one term intervening before becoming eligible for reappointment. The Council may remove a member for cause by vote of two-thirds (2/3) of the members; however, before the Council may remove the member, written charges shall be made and a public hearing before the Council of such charges shall be afforded.
Composition
Composed of five (5) members, of which not more than three (3) members shall be of the same sex. Each member is prohibited from engaging in any activity which could result in conflict of interest.

Ethics Commission
Duties
The Ethics Commission shall:
(1) Monitor, administer, and enforce the City's governmental ethics laws and propose new governmental ethics law reforms.
(2) Conduct investigations, refer violations to appropriate enforcement agencies and audit disclosure statements.
(3) Advise and educate City officials and the public about governmental ethics laws.
Appointment
Commissioners are appointed by the Mayor from a pool of nominees nominated by the Council and City Attorney and confirmed by Council.
Term
Four (4) year terms beginning on July 1 and ending on June 30.
Composition
Seven (7) members. At least one of the members shall be a person who has held elective governmental office and at least two of the members of the Commission shall be attorneys in good standing with the California Bar Association. No more than three (3) members of the Commission shall be registered with the same political party.

Duties
To foster and promote friendly relations and better understanding between peoples and communities of the United States of America and the peoples and community of foreign nations; further economic cooperation and cultural interchange; develop, compile and exchange information; plan, develop and carry out mutual economic and cultural activities. The Board shall render an annual report of its work to the Mayor.
Appointment
Appointed by Mayor and confirmed by Council. Whenever the Mayor does not appoint a member within 45 days after vacancy occurs, the Council shall make an appointment.
Term
The members shall be appointed by the Mayor and confirmed by the Council. The members shall serve two (2) year terms and each member shall serve until his successor is duly appointed and qualified. The members shall be appointed in such a manner that the terms of not more than eight (8) members shall expire in any year. The expiration date shall be March 1.
Composition
Fifteen (15) members who are Electors of the County of San Diego at the time of appointment and during incumbency and shall be qualified by training, experience or interest in international affairs. Each member is prohibited from engaging in activities which could result in a conflict of interest.

Relocation Appeals Board
Duties
The Board shall meet regularly on the second Tuesday in November of each year or more often if necessary for the transaction of business. It shall establish it own rules and procedures necessary for the conduct of its business. Three (3) members of the Relocation Appeals Boards shall constitute a quorum. The affirmative vote of not less than three (3) members shall be necessary for any action by the Board. The Relocation Appeals Board shall promptly hear all complaints relating to relocation brought by persons displaced by City action, and in those cases relating to redevelopment projects shall determine if the Redevelopment Agency has compiled with those provisions of Chapter 4 of Part 1 of Division 24 of the Health and Safety Code (Section 33300 et seq.) which relate to relocation and also, where applicable, federal regulations. The Board shall, after a public hearing, transmit its finding and recommendations to the City Council, or, in those cases relating to a redevelopment project, to the Redevelopment Agency.

Five (5) members. All members of the Board shall be electors of the City of San Diego and shall be specially qualified to act as a Board member by reason of training and experience in real estate, human relations, housing, urban development, redevelopment, or other relevant business or profession.
